A Recommendation to the Governor Unlikely"},"content":{"rendered":"\n<p>TOKYO (February 9, 2022)\u2014 Elephant advocates worldwide <a href=\"https:\/\/www.jtef.jp\/en\/wp-content\/uploads\/2022\/02\/09022022_NGO-Letter_Specific-Recommendations-by-the-Advisory-Committee-on-Regulation-of-Ivory-Trade-Needed.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sent a letter<\/a> to Tokyo Governor Yuriko Koike to warn that the \u201cAdvisory Committee on Regulation of Ivory Trade\u201d she established two years ago is now failing to achieve its goal: producing a specific recommendation on regulation of ivory trade to the Governor.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In a move that suggested a willingness to take stronger action on ivory trade than the national government, in early 2020 the Tokyo Metropolitan Government (TMG) <a rel=\"noreferrer noopener\" href=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/en\/news\/ivory\/general.html\" target=\"_blank\">announced<\/a> the development of the \u201cAdvisory Committee on Regulation of Ivory Trade\u201d, comprised of <a rel=\"noreferrer noopener\" href=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/cross-efforts\/2022\/01\/images\/Zouge6_Meibo.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/cross-efforts\/2022\/01\/images\/Zouge6_Meibo.pdf\" target=\"_blank\">experts<\/a> from different fields including law, economy, ecology, media and conservation, to explore and discuss measures to prevent illegal ivory trade and export.<\/li><li>The international community including the <a href=\"https:\/\/africanelephantjournal.com\/african-tourism-board-applauds-burkina-faso-liberia-niger-sierra-leone-alarm-raised-in-tokyo\/\" data-type=\"URL\" data-id=\"https:\/\/africanelephantjournal.com\/african-tourism-board-applauds-burkina-faso-liberia-niger-sierra-leone-alarm-raised-in-tokyo\/\" target=\"_blank\" rel=\"noreferrer noopener\">range states of Africa\u2019s elephants<\/a>, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/07\/26\/elephant-ivory-japan-hillary-clinton-james-baker\/\" target=\"_blank\">former Secretaries of State Hillary Clinton and James Baker<\/a> and NGOs commended this initiative by the Governor, and requested for closure of ivory market in Tokyo. 23 letters as such have been received by TMG as of the end of January 2022<\/li><li>The Committee has held <a rel=\"noreferrer noopener\" href=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/cross-efforts\/zouge\/\" target=\"_blank\">6meetings<\/a> for providing specific recommendations on the regulation of ivory trade to the Governor while TMG <a href=\"https:\/\/eia-global.org\/blog-posts\/20210811-tokyo-ivory-trade-assessment\">failed<\/a> to take strong action for preventing illegal ivory export from Japan during the Tokyo Olympics &amp; Paralympics in 2021.<\/li><li>A majority spoke out that the Advisory Committee must present specific recommendations in a report to the Governor, including the consideration of ivory trade regulations based on an Ordinance and other measures.<\/li><li>A minority opinion is based on a general disinclination for legally binding measures, a dismissive attitude towards precedence in other ivory consuming nations, and personal preferences and desire for resumed international trade in ivory, which is unlikely in the near future, and arguing that ivory trade in Japan was not a concern.<\/li><li>As presented at the 6<sup>th<\/sup> meeting, <a href=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/cross-efforts\/2022\/01\/images\/Zouge6_4_Torimatome_Outline.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.seisakukikaku.metro.tokyo.lg.jp\/cross-efforts\/2022\/01\/images\/Zouge6_4_Torimatome_Outline.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the draft outline<\/a> did not include a recommendation section to the Governor from the Advisory Committee.<\/li><li>The Chair of the Advisory Committee, in association with the Secretariat, took a stance that the Advisory Council will not adopt any recommendations without consensus, but choosing to not move forward without formal consensus recommendations is essentially siding with the minority opinion: choosing to retain the status quo is a de-facto recommendation.<\/li><li>Excluding the need for specific recommendations regarding the regulation of ivory trade from the final report, according to the present position of the Secretariat and the Chair of the Committee, contradicts the intention of the assessment process and Committee establishment, and fails to fulfil its goals.
